Provide a high level review of the program to include highlights, successes, challenges, significant changes, and significant resources needed to support the program
Highlights and Successes: Though less than 10, certificate graduation numbers increased from 1 to 4 in the past year. Our withdrawal rate remained <10% even as these students experience the intersectionality of factors like unfamiliarity with +/or lack of technology for online classes, joblessness, justice informed/returning citizen status, recent history of substance abuse, and other marginalizing factors. Academic skills of SAC students are better than its home program (HMSV): 77% vs 69% respectively. Fortunately faculty capable of teaching these courses have stayed and they work well with the students. Challenges/Changes: Problems with 'class size' and 'class fill' plague the program. Attempts to increase enrollment have not succeeded. Awareness of the program lags within CNM and the greater community. More outreach is needed. The program supports workforce training and development but the certificate isn't required for employment. Students report that misinformation from advisors continues.

Our class fill rate dropped 1% from last year but was up 15% from 2019-2020. In part we see this due to some students returning to the workforce instead of school to stabilize finances once COVID restrictions were lifted. Changes in online class formats also affected this. Students unfamiliar with these didn't register believing they were required to be on campus. We hope that active recruitment and better information efforts will positively influence this. Annual retention rate is above the required 70%. Faculty are diligent in providing student support across the certificate courses and share information with colleagues to support student success. C-Pass rate of 77% is better than the Human Services degree program that houses the certificate; 69% vs 77% respectfully. Annual number of graduates don't take into account students that take some SAC courses as electives for their degree but don't complete certificate requirements. Until we have healthier recruitment, graduation numbers will climb slowly.

          Interpretation of Assessment findings
          Students complete increasingly more complex assignments to understand the intersectionality of substance abuse with 'person in environment' influencing factors across populations, SES, cultures, and work arenas. This includes understanding environmental and societal influences on them and their professionalism. Reflective writing and research assignments are assessed. They research and analyze the NAADAC ethical code associated with SAC professions. Students demonstrate application of ethical standards through discussions, role plays and scenario evaluations. These assignments are more difficult due to applying critical and analytical skills. Students complete reports, forms and questionnaires used in professional written communication, and role play oral communication skills. They learn cultural humility theory and use reflective writing to introspect on their cultural sensitivity, bias, and prejudice. Work completion rates across courses: 87-96%.           Chang in teaching approach. Consideration has been given to moving the program completely online and advertising it broadly across the state. Currently there is no other program available completely online. The program has historically had students travel from Taos, Window Rock, Acoma, Grants, etc. to take courses. Many of these students are from our indigenous communities. With outreach, the program could grow through being accessible statewide in the online format. Workforce conditions are aligned with this. Statewide the need rose this past year for SA counselors as isolation and mental health challenges exacerbated already high numbers of addiction in NM.

          PD will seek out and attend recruitment opportunities and work with college services to advertise the program. Enlist ideas from faculty for outreach and to assist with recruitment efforts. Explain to PT instructors the emphasis on graduation. Explain to PT faculty the policy change for class capacity in HWPS and how proactive activities aim to ensure they are retained to teach and share their expertise with students. HMSV currently has committed PT faculty. Retaining them could be jeopardized if their teaching contracts are prorated due to under-enrolled courses.
